Since 2023 the journal provides instantaneous open access to its content under under a Creative Commons Attribution 4.0 International License.
Since 2012 the journal's content is available online withough registration or any additional conditions.
Users have the right to freely read, download, copy and print submitted content, search for content and reference to published articles, distribute the full text thereof and use it for any legitimate purpose (including educational or scientific) with a binding link to the authors of the works and the original publication in this journal.

Declaration on Open Access to Knowledge
Preface. The Internet has fundamentally changed the practical and economic realities of distributing scientific knowledge and cultural heritage. For the first time ever, the Internet now offers the chance to constitute a global and interactive representation of human knowledge, including cultural heritage and the guarantee of worldwide access. Thus, we feel obliged to address the challenges of the Internet as an emerging functional medium for distributing knowledge. Obviously, these developments will be able to significantly modify the nature of scientific publishing as well as the existing system of quality assurance. In accordance with the spirit of the Declaration of the Budapest Open Access Initiative, the ECHO Charter and the Bethesda Statement on Open Access Publishing, we have drafted the Berlin Declaration to promote the Internet as a functional instrument for a global scientific knowledge base and human reflection and to specify measures which research policy makers, research institutions, funding agencies, libraries, archives and museums need to consider.
Goals. Our mission of disseminating knowledge is only half complete if the information is not made widely and readily available to society. New possibilities of knowledge dissemination not only through the classical form but also and increasingly through the open access paradigm via the Internet have to be supported. We define open access as a comprehensive source of human knowledge and cultural heritage that has been approved by the scientific community. In order to realize the vision of a global and accessible representation of knowledge, the future Web has to be sustainable, interactive, and transparent. Content and software tools must be openly accessible and compatible.
Definition of an Open Access Contribution. Establishing open access as a worthwhile procedure ideally requires the active commitment of each and every individual producer of scientific knowledge and holder of cultural heritage. Open access contributions include original scientific research results, raw data and metadata, source materials, digital representations of pictorial and graphical materials and scholarly multimedia material.
Open access contributions must satisfy two conditions:
- The author(s) and right holder(s) of such contributions grant(s) to all users a free, irrevocable, worldwide, right of access to, and a license to copy, use, distribute, transmit and display the work publicly and to make and distribute derivative works, in any digital medium for any responsible purpose, subject to proper attribution of authorship (community standards, will continue to provide the mechanism for enforcement of proper attribution and responsible use of the published work, as they do now), as well as the right to make small numbers of printed copies for their personal use.
2. A complete version of the work and all supplemental materials, including a copy of the permission as stated above, in an appropriate standard electronic format is deposited (and thus published) in at least one online repository using suitable technical standards (such as the Open Archive definitions) that is supported and maintained by an academic institution, scholarly society, government agency, or other well-established organization that seeks to enable open access, unrestricted distribution, inter-operability, and long-term archiving.
The journal follows the principles of open science and provides free and unrestricted access to all published content.
* No APC
Submission, peer review, processing, and publication of articles are carried out free of charge for authors (no Article Processing Charges – APCs). This reflects the university’s commitment to supporting the open dissemination of scholarly knowledge.
* Licensing
All articles are published under the international Creative Commons Attribution (CC BY) licence, which permits use, distribution, and reproduction in any medium, provided the original work is properly cited. The licensing terms ensure a balance between author rights and the needs of the scholarly community.
* Archiving and long-term preservation
Published articles are archived in the full-text database of the Vernadsky National Library of Ukraine “Scientific Periodicals of Ukraine”, as well as in international open access services. This guarantees reliability, long-term preservation, and global accessibility for researchers, educators, and practitioners.
* Author Rights and Licensing
Retention of author rights
Authors retain copyright of their articles. By submitting a manuscript, authors grant the journal a non-exclusive licence to publish and distribute the article in print and electronic formats. This ensures that authors preserve the right to reuse their work for educational, scholarly, and professional purposes without additional permission from the editorial office.
* Licensing terms
All articles are published under the international Creative Commons Attribution (CC BY) licence. This licence allows users to copy, distribute, adapt, and reproduce materials in any medium or format, provided the original author and source are properly cited. The application of the CC BY licence facilitates the widest possible dissemination and reuse of research findings within the global scholarly community.
* Research Data and Openness
Research data policy
The journal supports the principles of open science and encourages authors to ensure transparency in their research processes. Authors should provide sufficient information about the data obtained, as well as the methods of processing and analysis, to enable other researchers to verify, reproduce, or build upon the results.
* Encouragement to share data
Authors are encouraged to deposit the datasets used in their research in trusted open repositories that ensure long-term preservation and free access (e.g., Zenodo, Figshare, OSF, or other reliable platforms). References to such repositories should be included in the manuscript and provided as persistent identifiers (e.g., DOI).
* Data Availability Statement
All manuscripts must include a separate Data Availability Statement, in which authors indicate:
- whether the data are available for verification and reuse;
- in which repository they are stored;
- whether any restrictions apply (e.g., due to ethical, legal, or commercial reasons).
This section should be placed after the conclusions and before the references.
* FAIR principles
The journal encourages authors to follow the international FAIR principles (Findable, Accessible, Interoperable, Reusable), which promote the discoverability, accessibility, interoperability, and reusability of data. Adherence to FAIR principles increases the scientific value of research and supports its integration into the global scholarly ecosystem.
* CARE principles and sensitive data
For research involving sensitive data (e.g., data on vulnerable groups, personal information, or ethnographic materials), authors must respect the CARE principles (Collective benefit, Authority to control, Responsibility, Ethics). This means acting for the benefit of communities, ensuring their authority to control data, taking responsibility for its use, and adhering to ethical standards. The requirement for openness does not override the need to protect privacy or comply with applicable legislation.
